Hydrogen chloride (and hydrogen fluoride, hydrogen bromide and hydrogen iodide) adds to alkenes (alkynes) to give vinyl chlorides (vinyl fluorides, vinyl bromides, vinyl iodides). Addition is according to Markovnikov`s rule.
